You are far from alone on that assessment.  Some GM is definitely going to take a chance on him early in the draft.  Maybe he is a late bloomer and will explode.  Nobody knows.

Size, arm and athleticism are there.

Yeah, Luck checked all the boxes. Lawrence is the best QB prospect since Luck IMO in terms of checking all the boxes. Even Herbert's strongest supporters surely have to admit that there are serious questions about his game and how it translates to the NFL, they just think he has the tools and ability to answer those questions. Fair enough, but don't pretend like there aren't legit questions.

I think a lot of folks want to like Justin Herbert. Because:

Athletic 

Big Arm

Has the desired size (big bodied QB)

Full disclosure: I’ve only watch a couple of his games. Saying that, I haven’t seen anything to suggest he’s gonna light up the NFL. I feel like he’s a good Day 2 prospect. But as a Top 15? Don’t see it. Screams bust.

Both of those guys have talent but do they love the game?  Ive heard that maybe the reason Herbert is the same player he was last year is because he wants to please everyone but doesn't really love it.

Jordan Love is the guy I was really expecting a lot from and he just had a dud season.  People are still high on him and he's the guy I'll likely follow through the draft process.  His deficiencies are coacheable.

Herbert, Eason, Fromm, & Hurts all have legit concerns.  Hurts & Fromm however look capable at times. 

Tua, Mond and Newman may not even end up in the draft. They're possibly 2021.  I like Newman going to Oregon. 

And then there's Burrow.

The rest of the potential QBs are complete unknowns/oddballs

He's the one potentially intriguing QB prospect who I haven't watched a single thing on. Not even a YouTube highlight.

I just think it should be a concern that he has allll these tools yet still doesn't pass the eyeball test. We have to point to his stats at the end of the game to try paint a picture of him and that feels like justifying him as a good pick in spite of what you actually see on the field. I like Tua better.
