If Cam leaves, Phillip Rivers maybe?

Rivers has a huge family. Would he want to move them all the way across the country?

He was resistant to the idea of moving to L.A. from San Diego.

Nay. Throwing 23 tds & 20 ints isn't really playing at a "pretty high level". I'd take a pass on Rivers.

If you are going full rebuild (my preference) there is zero reason to bring in a QB as good at Rivers, or keep Cam on the roster.

They will win you too many games.

Hard NO! Did you see him play this year? His age was very much on display. His age and QBR were moving dangerously close to each other.....not a good sign.

If you did want to wait until the following year to get your next quarterback, You could argue for having Rivers as a stopgap.

Wouldn't necessarily want him as a mentor though. From what I've read, he's kind of an ass.
