The GMs job is to manage the roster. The team presidents (and owner’s)  job is to manage the organization. 
 

In the NFL, Most revenue is divided evenly among the teams. Individual teams have limited ways of producing income just for themselves. 

The average NFL team makes about 20-30 million in profit per year. 
 

Tepper is worth 11-12 Billion. Let’s say he has just 5 billion invested in safe assets earning a paltry 3% interest. That means he’s making 150 million per year just in interest. 

The idea he has an nfl team just to make money is stupid. He wants to win period.
