Definitely a penalty. Whether he was punching for the ball or Allen, it happened after the whistle.

BTW, I think it was a cheap shot.

I'm not a big fan of when they hold a player and another repeatedly punches. It seems unnecessarily. Just like grabbing the helmet and twisting it.
