Brown isn't likely playing anywhere this year.

It's generally believed that as soon as anybody signs him, the league will put him on the exempt list. That's why nobody's bothering and why the league doesn't have to move quickly on their investigation.

As to Tepper, you have to remember that he's in a position to know a lot of the things that happened in Pittsburgh that never went public, which actually makes it less likely he'd sign him.
