They declared him out so he can’t play. I would assume that also means he is not medically cleared yet either.

Edit:

Chao thinks he could be cleared to play but won’t be 100% so it would be similar to Week 1 and 2. Best to keep letting him heal.

The fact that he can travel is huge.  Traveling via plane alone can cause great issue with recovering from injury.  If he is well enough to travel in a plane, he has definitely hit the "well enough to play" mark.  Obviously the goal is get him to 100%, not just "well enough to play".  Fortunately, we don't have to rush him.
