California can pass this law all they want.  College athletes are governed under the ncaa and the ncaa can rule every athlete signing a deal in Cal as ineligible.

Same reason that Colorado, Washington, etc athletes can’t smoke pot and be eligible...even though it is legal in their states.

I suspect most outstanding "student athletes" born without a silver spoon in their mouths would put a lot of stock in playing in a state that allows lucrative endorsement contracts.

California universities could easily become the mecca for our nation's the best collegiate athletes. 

It isn't like California (with the largest population in the country) doesn't have enough universities to go it alone without the NCAA.  Not that they'll have to, as most of the Western states won't be far behind in adopting the same or similar laws.  

At that point politicians in states like Alabama, Florida, Texas and Mississippi will be inundated with complaints from highly concerned big money alumni.  The rest of the country will then fall in line, regardless of NCAA threats (money grubbers).

it would be a very interesting shake-up if enough states pass it to make it unfeasible to deny them and ncaa has to cave, but some places like alabama keep it banned and kill their recruiting and it mixes up college football power structures.

I have a hard time seeing even states like bama not getting on board with this. Mostly due to the fact it’s taxable revenue.
