This is not on Norv.  Not at all.  Cam missed way too many throws where he had guys running open.  Norv's job is to call plays that get guys open.  He did that.  Cam failed to hold up his end with any sort of consistency.  I too thought that 32% was referring to Cam's completion percentage, but it was actually 48%.  You just can't win when your QB is only completing 48%.
