If Clowney wasn't willing to play under the tag for the Texans, why would he be willing to do it for Seattle? I wouldn't be surprised if a new contract for him is announced soon.

He has to play under the tag. Can’t sign a new deal until the new league year.

I think Clowney was going to sit out rather than play for Houston. They got close to nothing but the comp pick would be a year later so they got that. Unfortunately for them they had no leverage when it was clear to Clowney that he had no chance to get the fat contract from them. Seattle is the clear winner because they got to rent Clowney for a year and will at worst get their pick back.
