What permanent new jobs would be created by a new stadium that don't exist at the current stadium? The construction jobs would be temporary. Hosting a Super Bowl wouldn't even qualify as temporary, that would be fleeting.

MLS can't fill 75k stadiums, so they don't want their teams playing in them. They do it in New England and the atmosphere suffers. Whereas Atlanta and Vancouver can be blocked off and used effectively for both sports. Not saying it's right or wrong, but this is more like what Tepper (and MLS) is going for:

So we want to build a new billion dollar plus (Arthur's anus ran $1.6B) retractable roof football stadium with a primary goal of attracting a professional franchise that will want a good portion of it blocked off because they can't fill it?

If Tepper wants it, he should pay for it.  Sounds like you are up for sending him some money to help out.

I think he needs to keep the stadium and put a roof on it if possible. We just spent 150 million in upgrades and he wants to build a new one.

He can talk all he wants and likely will get his stadium. This is one PSL owner who won't be buying more PSLs or season tickets at what will likely be inflated prices.  I will watch on TV and go to select games during the season.

Pretty much. 

Tepper wants the new stadium, and MLS and the Super Bowl are the carrots he's going to dangle in front of local  and state government.

Those aren't very good carrots. The stadium isn't at all needed for MLS and hosting a Super Bowl would be a very fleeting economic boost with a long-term bill to be paid.

The real carrot is the threat of taking that stadium south of the border to Rock Hill.
