Not so sure Mickens makes the team

With Torrey starting camp on the Pup, Panthers needed another WR body to take reps. So they sign Mickens who is primarily a returner because why not. Benefit from getting a look at him on special teams and see if the value add is worth taking up that 6th WR spot.

But I have to think the Panthers had a plan at returner before placing Torrey on the PUP. They had hoped Torrey could go the first day of camp so they had no intention of signing a return specialist. Mickens may be gone as soon as Torrey comes off of PUP. It isn't like the Panthers are hurting for small receivers.

39 total punt returns, 4 fumbles.  8 kick returns, 1 fumble.  So slightly more than 1 fumble per 10 returns.  That certainly doesn't make him seem promising.

Would agree that it is new worthy that they cut players ALREADY IN SPARTANBURG (see Hood, Elijah). I don't know the reasoning behind that unless you are bringing in someone you expect to be for the long-haul. However, this does not seem to be a long-term answer. A bit of a head scratcher to me but what do I know...
