I don’t believe this at all. Steve doesn’t like fox and always loved Richardson. Quentin Janmer was never in discussion in 2002. It was peppers and Harrington. It’s was widely reported fox was all in on peppers and didn’t want Harrington. Also jammer went 5 not 3.

This isn't correct at all. 

Quentin Jammer was going to be the pick if peppers went first. They were both worked out. Panthers never even worked out Harrington iirc

I'm sure there are numerous stories in every organization about owners, coaches, and GMs wanting or not wanting certain players.  I'm sure there are instances of all 3 (owner, coach, and GM) being right or wrong.

Also anyone that doesn't think the owners have final say on what ever they want is delusional.. They write the checks.

Fox's background was as a secondary coach though. I'd say it's possible.

Marty Hurney has previously stated that David Carr was at the top of their draft board that year and if the Texans hadn't taken him, the Panthers would have (yes, over Peppers).
