Andrew Brandt is a lawyer and former VP of Packers. He now works as ESPN’s Business and Legal Analyst, Brandt appears regularly on all platforms of ESPN, including “Outside the Lines”, “SportsCenter”, “NFL Insiders” and “NFL Live” and as well as multiple ESPN radio program.

Rule 17, Section 2, Article 1

“The Commissioner has the sole authority to investigate and take appropriate disciplinary and/or corrective measures if any club action, non-participant interference, or calamity occurs in an NFL game which he deems so extraordinarily unfair or outside the accepted tactics encountered in professional football that such action has a major effect on the result of the game.”

Club Action - I dont think a missed call falls here... seems somthing like, say, putting bounties on players would be an example of a Club Action.

Non-participant Interference - Maybe, at a stretch.  I say refs are somewhat participants though.  Seems more aimed at fan shenanigans... like blowing whistles maybe.

Calamity - If a missed call is a calamity, then prepare to replay every game, ever.  This probably is meant to cover some natural disaster or terrorist attack.  Or some Last Boy Scout type scenario.  Or giving a club a ring due to somthing like a devestating hurricane.
