quick cap question

One thing I was curious about re: cap was the ability to use post Jun 1 as a credit against free agency. For example - if say shedding 3 players post June 1 would net 20 mill freed up, and say the team would like to hoard 10 for draft picks & 2019 season buffer, is a team able to use 10 mill difference in free agency in March?

As far as I know it does not free up money for FA.  The cut player still counts against the cap until after June 1st.  What it does do is help with dead money.  Im no expert though and could likely be wrong.
