I understand they are supposed to “ref” the game, but refs dictate the outcome way more than they should. One bad call can literally change the game completely...and it happens all the time. I mean look at our Seattle game this year, Cam got that 4th and 1 and that was a game changer. I wish refs would be held more accountable for sucking at their job.

You forgot the most important factor.

Calling penalties gets you TV time.

The same thing applies here. Rookies shouldn't start right away. Since referees lead the crew I guess they have to lead sometime. But you could have two referees that work together for a season one a seasoned vet and 1 a rookie to learn the rules and how they were applied. Emphasis on the applied part. I can't believe that saving money or not having enough refs keeps them from breaking someone into the league

Arms Jr. started in 2014, as a Back Judge.  So he is still a bit on the green side, but not completely off the turnip truck. 

I guess he showed great skill at throwing his penalty flag on every play, so they moved him up.  One would think they would put a junior referee with a more experienced crew, but that might make some sense and we are talking about the Goodell NFL.
