Opinions: cutting the playbook in half to save jobs

They decided to play Cam and ditch any pass plays over twenty yards. They basically played with that philosophy the entire second half of the season after Cam's arm died, making it much easier for teams to game plan for this offense. The fact that CNC has had the season he has had under this hindrance is remarkable. 

I believe any coaching staff worth their salt would not have taken this approach. Play the guy that can stretch the field and go over the top until the starter is healthy. Sure the Oline was no help, but at least the possibility of going long would have certainly helped. We could have won a few more games with this move. Do you think this was a decision by committee or all on RR (and Norv)?  Who made this call and sabotaged the offense?
