Don't the BOA and Panthers allow high school boosters to run and make some money off the concessions?

So, basically you've got a bunch of helicopter parents with no food service experience inside, and anyone is surprised the food is crap?

Edit: You want some unbelievable stadium food? Petco Park in San Diego....

Alameda County has some pretty stringent food safety/education policies. 

And the inspectors due diligence, back when I was cooking in that area I spent many an all nighter making sure my kitchen was so clean you could make micro chips before the inspectors came in the AM, and  those guys didn't f* around, looking at our utensils like they’re inspecting diamonds. 

Dishwasher off by 1 degree you have 24hrs to get it fixed or you F*cked. 

+ From my experience places that have been popped for violations before are usually the cleanest next time around.

Yep, I was going to say the same thing. It doesn't help that all of the concessions are ran by volunteers on game day.

I also need someone to explain this stat to me. I read somewhere in the article that it's based on the other restaurants around the venue? If I read that right, then I guess it's not as bad...maybe? Also, some of the infractions the listed for Spectrum was a bartender grabbing a lime with his hands instead of a fork. I'll admit that there are bad infractions in there, but the lime one shouldn't be one of them.

Also, just get peanuts. That's the safest bet.

If you click into the complaints it gets more specific; for BOA:

On June 16, 2016, in the main kitchen, inspectors found moldy, expired cream cheese along with out-of-date deli turkey and various cheeses, along with a "significant amount of dried food residue" on a slicer from the previous day.

On Sept. 14, 2016, inspectors found raw beef loin on a shelf over ready-to-eat foods in a walk-in cooler in the main kitchen. Inspectors wrote that blood was getting on shelves and presenting a drip hazard, and they observed trays of food in the walk-in cooler with no cover.

On Aug. 9, 2017, inspectors "observed employees unaware of when to wash hands" and employees who did not wash their hands before putting on gloves and food preparation. The report noted one employee who was seen handling raw beef and -- with the same gloves on -- touched utensils and food preparation. Another employee lacked a hair restraint.

the problem with all of this is that you have all volunteer crews running these stands that are not food workers. They have senior people that are supposed to make sure the procedures are followed, but they are really busy with a lot of different things than hygene inspections so I'd bet while it gets looked at, this aspect of the operation is probably curtailed in favor of all the things involved in actually getting things ready to sell. I have a friend who did some of that management work for quite a few years but doesn't anymore, interested in hearing her take on this and will let you know if I get any feedback about it.
