Hart handled the Steelers' upgrades of Heinz Field and development of the areas around the stadium and PNC Park in Pittsburgh. This is a key hire for Tepper, given his plans and vision.

kinda weird to call this a front office makeover in the traditional sense. VP of development is a business role. he's not going to be doing anything about players, contracts, etc. probably he's just there to manage stadium improvements, the practice facility, that sort of thing.

He's probably being brought to help with the indoor practice facility among other things...

Yep, this is a business side of the house move that won't have any impact on the football side.
