I’m confused.  That’s twice now that a penalty during game play has offset a penalty that occurred after the play.  That’s not the rule is it?

It's the nature of the NFL.  Offenses are exploding and he is an accurate passer.  Key for Cleveland is to avoid mistakes.  That seems to have doomed them so far this year.
