They are not improving their their play based on the way the rules are called or not called. They're playing the same with different outcomes.

so 2005, illegal contact gets bumped from after 10 yards to after 5. that didn't change, in your mind how corners play?

or hell, this, year, with the no rolling on QBs rule; clay matthews didn't change how he played after getting popped for it three times?

In both of those situations players didn't change how they played because of rule changes? are you drunk?

You seem to be confusing improving and changing. They said improving and you are substituting changing and arguing a completely different point.

Players arent worse, rules are different.
