Why do the Panthers ALWAYS play on the road the final week of the season?

Since 2002 the Panthers have only had 3 home games against a division rival in Week 17. 2004, 2009, 2015 (I'm excluding a Week 17 home game against the Giants in 2003 because that was an outlier where the Panthers didn't play a division rival in the final week for some reason).

This season is no different, finishing the season on the road against New Orleans AGAIN. They've played the Saints 8 times and the Falcons 5 to finish the season since 2002. 13 out of 17 possible weeks against the Saints or Falcons, almost always on the road. What a huge advantage for the Saints and Falcons getting to finish the season at home against the Panthers every other year. The Panthers haven't played New Orleans at home in the final week since 2009, and they've NEVER played Atlanta at home in the final week. Why do the Panthers have to finish the season on the road against a division rival EVERY GOD DAMNED SEASON? Is it because of the Belk bowl? The game is usually in the middle of the damn week anyway. This just seems unfair.
