He picks up the ball and has a chance to make a play, nothing to lose. Maybe while all those Bears players are on their backs after trying to down the ball he picks it up and goes for a run. 

You’re a returner and you know the kicking team has already touched the ball and you see it laying there, you’d be dumb not to pick it up.
