How is that not a safety? He established possession in the field of play and was them downed in the end zone.

Man the kicking team touched the ball first, at that point Lockett had absolutely nothing to lose whatsoever. He could’ve literally handed the ball to a bears players in the end zone and it wouldn’t have mattered

Not sure but I think the rule is that once it's touched by the kicking team, the receiving team can pick it up and try to advance it but they can't lose yardage or lose the ball on a fumble, etc.  Its a no downside kind of thing for them.
