What's with teams not playing starters at all Week 3

LAR and Dallas first to mind sat starters entirely for what is considered to be the closest to live bullets preseason game.  It's been changing slowly over the years, used to see starters run 3 quarters, then it was a series in the 3rd quarter, and nowadays 1st half or most of it is the norm.  But to sit entirely?  This seems like a cataclysmic shift in philosophy on what value the preseason offers to tuning up starters.  Not to mention, the NFL is going to have an even harder time selling preseason tickets (and getting tv eyes) if this train gains speed.  Could this be the harbinger for a reduced preseason schedule and expanded regular season?
