How do you quantify best owner? I'd say the most powerful is Robert Craft and the Roonys. Most wealthy is Paul Allen. Shittiest is whoever owns the Browns....and bat poo crazy goes to Jerry Jones.

Yeah but as it turns out they were the same.  Neither could build a consistent winner and apparently both versions were perving on the female help.  It's just the latter version didn't get away with it.
