Most of these are just shifting around titles.  Nothing will really change.  Rivera just brought his nephew in to be a gopher, kind of like starting in the mail room of a big company.  Anyone complaining about that move is complaining just to complain since it will have absolutely no effect on any aspect of how the season goes.

It seems Rodgers is the biggest question mark for fans.  But the reality is that when the team did not bring in an outside coach, we were going to hire from within, so this is an #asexpected hire.  Who knows, maybe he learned something under Wilks, and maybe DB coach is a better fit for him than ST coach.   After all, he was a secondary coach for many years in college before coming to Carolina.   And the lack of development of some of our DB's may be more of a testament to their actual ability level than coaching.

As far as the DBs when they promoted Wilks to DC they took a lot away from that part of the team. They have been giving him subpar talent for a while, I think because they knew he could get more out of less. Take him away the talent level is exposed. My opinion anyway.
