jesus christ gung fu, this is like the fifth thread where you said the same thing. Get a clue. The fair catch rule was made to protect the return man AFTER making the catch. BEFORE the ball gets to him though, he is NOT fair game.

It was an illegal hit. You can't hit the Punt Returner before the ball gets there. How can it possibly be a good clean hit?
