Neal isn't that good. If James falls we should go safety at 24, otherwise Reid or Harrison would be slight reaches and there'd likely be better value players there.

A player isn't "better value" if he's buried on the bench behind better, more experienced players. The best way to get impact players for great salary cap value is via the draft. We've made poor use of too much 1st round draft capital in recent years drafting players at positions of depth and getting little return from them in their value years.
