Looks to me like the needs are:

1. Secondary- all of it.  I think we move Bradberry to cover the #2, Worley to FS,( even though I have not heard this from Panthers), and we draft a S and sign a S in free agency.  So, we draft CB early--a starter--and a S.  Forgotten players from our own roster that will be in play:  CB Corn Elder and S Demetrius Cox-both depth.  DRAFT: CB very early, S middle rounds

2. DE and DT  With Horton improving, Hall is the wildcard.  Horton had a good year, and Addison is in his prime.  We must sign Peppers and Hall needs to play.  This is not the year to draft a DE--weak.  At DT, I expect a lower-end free agent. Forgotten player on the roster:  Bryan Cox Jr.  DRAFT: Defensive Tackle in the seventh

3. Replacement for TD  With 3 starting-caliber LBs on the roster, it is a bit hard to see how TD can play a reduced role.  We could draft a LB, but I see this position ignored for more pressing needs.  DRAFT: Maybe, but doubtful

4. OG: This is actually our biggest need.  There might be about 4-5 starting guards in the draft, so the Panthers need to draft one early.  Maybe a G to convert to C next year, like Price or Daniels.  Maybe a free agent. I think we draft a G/C.  DRAFT: G early

5. RB:  You cannot ignore RB because this draft is loaded, but I would like to see CAP get a long look.  Because we have CAP, this pick may not come until round 3, but we will draft a RB.  DRAFT: RB middle rounds

6. Replace Kalil By drafting 2019's possible center in 2018 to play G for a year, the next center gets to learn for a year under an established veteran.  Larsen is not that bad, so this does not need to be addressed with so many other needs.  DRAFT: maybe, but unlikely this year

7. WR:  Free agent will be added during the second week of free agency, I  am guessing.  If not, we will draft a WR in the first or second round.  DRAFT: Unlikely early, but maybe a WR late if we sign a free agent.

8. Young TE  I think this is our fifth round selection.  Smythe or Schultz is my guess.  DRAFT:  5th or 6th round

9. Backup QB  I hear this is a free agency situation, but I do not see it as something we can do if we meet needs.  If Cam goes down, like the situation with nearly every other team in the NFL, so does our season.  Anderson has lost his fire and would suck if needed.  Develop Gilbert and convince JT Barnett to sign as an Undrafted free agent.

ROUND 1:  CB or G

ROUND 2: G or CB

ROUND 3: S and RB

ROUND 5: TE

ROUND 6: WR

ROUND 7: OG/C and DT

FREE AGENCY:  WR, DT, DE (Peppers), S

OPENING DAY ROSTER

FS: Free agent, Cox

SS: Draft pick, Worley  (Adams cut)

If we do not sign a good WR in free agency, this plan comes unglued because we would draft WR early.

 

This was fun to read.  Well thought out. 

I agree with most of this however your plan assumes Worley moves to safety. Not sure we can count on that. I'd replace your 1st/2nd round cb with s.  If Worley remains at CB, this group is fairly deep.  I'd also keep Adams.  He was pretty decent and is on a cheap contract.  Plus I do not think we have the money for a FA safety that would be any better.

Free Agent signings Peppers (4m), Byrd (1m), Vet WR (4m), P (1m), QB2 (3m).  That's really all we can afford this year without cutting R Kalil.

Draft Picks - If we can get one of the elite C/G combos in rounds 1 or 2, I'd do it.  Otherwise I wait until round 3 or 5 for my G and let Moton take over LG.

I'm a proponent of using the first on a top talent that is not necessarily an area of need.  Other than QB or LB, I'd be wide open here.  If an unexpected talent falls to 24, like Ridley or Davenport, I snag one of those guys even if they are not an immediate need.  If Ridley shines early, you may be able to let Funchess walk next year.  And you can never have too much talent on the defensive line.

Gotta get a starter-quality safety in round 2 if not 1.

I'd also wait for the third for my RB.  I'd probably use my other 3rd on a TE instead of waiting until the 5th.  This could be Olsen's last year and we will need someone similar.  Not sure you can find that in the 5th.

The rest - 5th, 6th, 7th, 7th, should be a guard (if I haven't already snagged one), a rotational DT, a gunner for special teams, and probably a T.

Bumping to add updated pic.

We filled holes in the secondary and offensive/defensive line. Still need better RB, backup TE, backup QB, maybe DE, and youth at S.

But overall not as many needs heading into the draft. I feel the offensive line will be worse than last season, and will need some help from TEs and FBs to protect Cam and open holes. But maybe the scheme and Turner will overcompensate for poor OL play.

I feel okay about the defensive line but could use one more guy in the rotation. And the secondary is a poor man's mess as usual, but still should be better than last year. Can't be worse, right?

My dream draft would be to add safety like Reid in first then good ofensensive lineman and rb in third and te Ideally Chubb or Scarbrough and gesicki if available in third

Yeah I think Safety and CB are the top 2 needs. Searcy is a question mark in this defense and so is Cockrell. Everyone else either sucks or is too old. Never underestimate chemistry and there will be lots of new faces on this team so that might take some time to develop. 

After that we need another TE to develop and replace Olsen. Olsen is getting up there in age and we have absolutely no one behind him. 

DE I think would be next. Just like with Olsen, we need someone to develop behind Peppers and be ready to start after he leaves next year. Would've been nice not to give such big money to another DT again.

I also still think WR should be a need. Torrey Smith is approaching 30 and there were mixed reviews on him coming here. I think Wright will be fine in the slot, but I can easily see us in the same situation last year if things don't pan out for Smith or one or two injuries occur. I think we pulled the trigger too fast to get Smith, when Hurns was available and is better.

After that probably RB2. We need someone behind CMC and can share responsibilities with CAP until eventually surpassing him (CAP). 

Guard I don't think will be much of an issue. Moton was a 2nd round pick. It's time to play him. With him and Sirles I think we will be fine. I'd still like to add another lineman though for competition or depth.
