"We" didn't sign Wallace for $2.5MM because he wouldn't have taken that to come here.  No faulting Hurney for that.

Nobody really wants to come here unless they get overpaid.  Carolina is not a destination and doesn't have the cache that Philly currently has; however, the biggest problem right now is you are signing up for a team with unknown future ownership and, due to that, everyone else in the front office right on down to the coaches.

It is not an ideal situation.

This is kind of what I'm getting at.

I've seen folks on here suggesting that free agents should come here for a better chance to win games or even win a Super Bowl. I don't think the outside perception quite matches up.

It never has to an extent IMO.  Players see that we've never had back to back winning seasons. We aren't bad and have the top 5 most wins in the league over the past 3/4 seasons or something like that but we're not known as a winner.

15-1 was a fart in the wind of NFL history to the rest of the world--outside of Carolina--after the Super Bowl.

I'm in California and can still have people ask if I am a Jaguars fan if I'm wearing a Panthers jersey.

That being said, Carolina could still get top-name free agents if they wanted to pay top dollar.  That isn't a recipe for success, of course, as many teams have demonstrated.  Most players are going to take the most money since this league is so unforgiving to careers. 

You get cache if you win a Super Bowl or appear to have all of the pieces in place with the latter being more of a thing if you are a storied franchise/big market.  Carolina may be Top 5 in total wins the last few years, but it seems only Carolina fans know it.

I'm sure if you asked 100 players with no ties to San Francisco or Carolina where they would rather go play for the next five seasons with contracts being equal, you are going to be 80/20 SF even with the CA taxes.

The draft is more important than anything else but even more so for teams like Carolina.  Draft well, get those rookie cap numbers and then use FA as a way to accentuate your team as opposed to fixing it.
