Not overrated at all as a college QB. He was a helluva college QB, he's just not an NFL QB.

Sub-60% as a college passer should automatically mean mid to late round pick as an NFL QB at best. Sub-60% college passers simply don't translate to the NFL unless you're Michael Vick and an absolute transcendent athlete for the position. Jackson is a great athlete, but he ain't Michael Vick.
