Raye being an assistant GM and Dawson being a director of college scouting, they both would have been working on draft prep for the past several months. Raye would have also been doing free agency prep.

Granted both of these would have been in different systems and with different personnel as a starting point, but at least they'd be working with the same candidate pool.

This could apply to Mayhew as well but that depends on what the 49ers definition of a senior personnel executive means.

He hasn't been doing it by himself.  And I bet he doesn't do that much personal scouting.  He relies on others, just like most GM's and for that matter, most senior executives do.  The Panthers have people in the front office who have been scouting for 10 or more years.  They are still in the front office.  They will be the ones making the decisions.  

I am not saying the draft will be more successful.  NFL drafts are usually a crapshoot anyway.  But I see no reason to believe that it will be less successful.  

A bigger issue will be negotiating contracts/free agent signings and things like that.  A lot of that might be put on hold while we search for a GM.

at this point I really dont care who our new GM is, because I believe they could end up being replaced by the new owner immediately after they take over.

 Hurney has a great history in the first round so I like the Idea of him making draft picks(2015 was built on his draft picks)  just hated Marty Hurney the FA spender, thats where he killed us. If he has learned from his FA spending then Im not opposed to him getting the nod for now. 

I'm far more concerned about who the new owner is and what happens when they take over then anything else.

If I'm a potential new owner right now, I'd be tempted to think "I'm about to spend a billion and a half dollars on this?"
