Norv flew back to California without signing a deal.

I think the plan the whole time was to have Norv for a year and then hand it over to Scott. That was supposed to be plan in Minnesota before Shurmur came in and messed it up, and likely the cause of Norv walking away from that job. If he couldn't get assurances that Scott is promoted when he retires at the end of 2018-2019, then he may not want it.

Wouldn't that be a dream come true? I'd assume coordinators have some guaranteed money in their contract? If so, Norv could get hired, do absolutely nothing for a few months, then get fired and get a nice parting gift before calling a down of live football. 

Norv may be more worried about his legacy than money at this point though...

Well this new development is interesting.  Looks as if Ron is having a tough time selling the idea the Norv.

Let's take a closer look at the situation. Put yourself in Norv's shoes for a moment.  You are retired from football after a pretty successful career and the last experience in coaching didn't end the way you wanted but it doesn't define your career.

You keep in touch with old friends from your coaching days to get your football fix and keep up with their careers.  You contemplate maybe one more endeavor if the situation is right but won't lose sleep if it doesn't happen.  Your wife is against you returning, primarily as a head coach but she's probably against any coaching job all together because of his age and she wants them to spend their remaining years antique shopping or some poo.

Then one day your former colleague and good friend asks if you would sign on to help him out.  It's not the first time he's asked and you've turned him down before.  You agree to a least come in and talk it over.  Your wife probably tells you that you are crazy and should take out the trash and clean up your mess.   You can't wait to get on the plane.

You arrive to meet your old buddy and start to assess the situation and get into the real nuts and bolts of the team and the organization. 

You quickly learn that the job comes with no guarantee beyond this coming season, if that, due to the impending sell.  The GM is Marty Hurney (that alone gives you pause).  The team is thin on playmakers and the current scheme is FUBAR.

What would you do?

I knew it would be a tough sell to anyone that has any experience. Not to mention selling it to a younger ambitious coach that's looking for security and a future.
