It's actually a double cheat. The guy with the camera is pointing right at the play card. Probably texting them to Ron, amirite?

That's what the camera guy is there for. He is zooming in to read it and then surreptitiously relaying it to the guy making those signals. And then he is very discreetly making obvious signals in front of a stadium filled with tens of thousands of people and completely covered in cameras, cell phones, etc.
