Why are we still wasting multiple timeouts to prevent delay of game penalties week in and week out?

This isn't a fluke or a peaking frequency. Rivera has been burning timeouts for years. As I see it there are two possibilities:

(1) Shula is getting the calls in late - historically a problem with him - and Cam is having no time to make adjustments before the clock runs out 

(2) Cam is getting the calls in but managing his time in the huddle poorly

Whichever one it is, it ultimately falls on the shoulders of the head coach to oversee improvements, especially when it's a perennial issue. Ron Rivera runs a sloppy football program and we saw his lack of control manifest in full colors this afternoon. Ron Rivera needs to be held accountable for his perennial failures.

Because our OC is such a bum he cant ever get the play down to the field until under 10 seconds left on the playclock

 

The other 30 seconds are spent eating crayon in the box

 

The other team knows the call before the QB, and thats sad

well considering the coaching staff has abysmal clock management in every other faucet of the game, I'm going to wager it is largely #1.

How are there 3 people in this thread that don't realize it was to stop 40 seconds from running off the clock (actually 50 since there would have been a 10 second run off)?
