First thing David Newton has said that I ever respect.... in reference to John Fox.  Woud obviuosly still rather have him than Rivera.  At least he knows what an in-game adjustment is and how to semi-manage a clock.

Panthers dodge a big bullet there with replay overturning the Chicago touchdown and the Bears settling on a field goal. Interesting John Fox went for the field goal instead of going for a touchdown on fourth-and-goal from the 1. Not surprising after watching Fox coach games for the Panthers from 2002-2010.

Nope, because the offensive penalty would have been an automatic 10 second runoff.

Now I agree those 4 seconds were wasted by the Head Coach but, in the end, because of the WR shifting and moving, it wouldn't have mattered.

What REALLY would have mattered was the TO that the Head Coach wasted on Chicago's 19 yard FG attempt.  

And the TO wasted because, yet again, the retard that is the OC couldn't get a play in in time.
