From the video, I was able to determine that his left foot and left hand hit the ground almost simultaneously.   His left hand is at the half yard line.  His body is turned a slight 30 degrees.  With that slight turn of the body, we'll assume on the safe side and say his right arm is only reaching out 22 inches towards the goalline.  Since his left arm is at the half yard line, he would only have to reach out 18 inches to cross the plane.  Therefore, it is a touchdown.

Where is the ball in relation to the sideline?

Since the size of damn near everything in the frame is known, as well as the camera position and characteristics, relatively speaking, this sort of thing is usually a no brainer for someone knowledgeable in photogrammetry, but it's not happening in sixty seconds. Sixty minutes might even be a stretch. Stuff like this is doable though, but only if the camera(s) captured sufficient info during the critical moment.

Edit: Since starting to draft this reply, a couple of great pics were posted. Knowing the size of the ball and pylon, and their axial position relative to the goal line and camera, coupled with the sideline, if you have a frame of that, and Cam not down, you could derive ball position down to a fraction of an inch to determine whether it's a touchdown.  Time consuming, yes. Technically feasible, also yes, and not that difficult for someone with the required expertise.

You have to time correlate that frame with a corresponding close to perpendicular frame. At UHD resolution, you might get away without that, with a clear shot, but depending on a couple of other factors. Like I said, time consuming and not yet practical in game.

From the back of the end zone angle you see that it crossed the plane within the pylon so the only thing in question is whether he crossed before his toe tapped. From the above pics, and the broadcast replay you see that he definitively crossed before the toe tapped. Unquestionable TD.

Please link me this angle, I have not seen it not can I find it.

In this situation, doesn't Cam have to land in the endzone and not oob?
