NFL allows networks to cross flex games now (i.e., CBS can show NFC matchups and FOX can show AFC matchups). That's what's happening with the NYJ @ CLE and LAR @ SEA games today.

Rams-Seahawks is on CBS so FOX can deliver Packers-Cowboys to the entire country. As a result, CBS has to give a game back to FOX which is why Jets-Browns is there. NFL introduced cross flexing to facilitate this a couple years ago.
