I disagree with that. I think medically he'll be fully healed up by week 1, as said by a variety of sources. Remember, this was a partial tear whose recovery time was planned out so that Cam would definitely be 100% by week 1.

In terms of whether he's rusty or not, that's completely fair. That I would agree with. He'll likely be 90% in overall terms until he gets used to timing and throwing. 

But otherwise, I do expect him to be just fine soon enough.

I'd say this prediction is very reasonable. Having CMC as a check down option will have his percentage increase dramatically I feel. His first preseason check down to Christian was something I would expect to see a lot of this year assuming he has a little time to go through his progressions down field.
