No that means that the Panthers are giving the Skins 3.5 points. For the Panthers to win the bet they have to win by 4 points.

+4 means they are getting 4 from the skins. The -3.5 means they are getting 3.5 points taken away. Look at it this way. At kickoff the score of the game is not 0-0 it is Panthers -3.5 Skins 0

I would suspect this line will grow this week. I expect the public to continue the skins ship jumping and new money to pour in on the panthers. I could see it growing to -5 by end of the week and come back to earth just before the game.

BTW the 3 points for home team is a myth. It factors but factors differently for each game/game.
