In a very short time Samuel will be our #2 WR.

He was our effort to upgrade the position and he and mcaffery were two big  moves to improve the offense.

If he comes here and balls out we might just FINALLY have a WR2. 

At some point you can keep everyone on your team and if Star has to go because of it so be it. Star is a space eater, you need to be able to find those guys instead of paying those guys especially when we just PAID KK.

Ask any GM which has more value, a better than average nose/1 tech or a #2 WR.

They will take the DT everytime.

I get what you're saying, but I would think that it would depend on how good that receiver actually is, as well as the composition of the roster.
