Tanking the front office would be the last thing they would want to do if the team was for sale. Buyers would look for stability.

Removing members of the front office who are not in line with Richardsons thinking doesn't necessarily constitute a tank job, especially if the sale is a few years away.   It just screams of a sale prep to me. Would be even more evident of a sale prep if he knows who the buyer is. 

I like to think there is some logic behind this rather than assume that Richardson has completely gone off the rails of sanity.
