unless Hurney gave Trai Turner $20 million next year, which is not impossible knowing him, then I don't know what he means by being over the cap next year.

The cap from 2013 to 2016 (The Gettleman years) went up by around 35 million.  Over Hurney's time at GM, it increased by almost 50 million.  And that's not even counting the uncapped year.

btw i'm pretty sure that player salaries keep pace with cap increases so even if it looks like there's more money bc the cap keeps going up, doesn't mean teams have any more to go around compared to years ago.
