They do.   Retiring doesn't void your contract. You can make money by retiring (it often accelerates your guaranteed money and if you come back, the team still has to pay your base salary) but you're still a player of the team you're contracted with until the terms expire. To go to another team, you need to be released or traded.

My question- how common is it for a team to approach a retired player (a 38 yr. old WR at that) about coming back? Maybe a team in need of a QB to fill in due to injury, but a WR pushing 40? I don't recall that. Seems unusual to me.

I think most teams cover all bases, including players who could still play but are retired. No matter how good your team is, you're always looking to improve. And there is literally zero downside to sniffing around players like Smitty. He comes back and says not interested. Big deal. As far as I'm concerned, every single team in the league should be doing what the Jets did with Smitty, with any player available, retired or not, that they think will improve their team. And other teams very well may have with Smitty, not all that stuff gets reported.
