Like you said, he's already making the minimum allowed so if you want him, there's zero downside to utilizing the waiver wire to get him.

With that said, he's a guy who's bounced around four teams' practice squads and has only appeared in two NFL games.

Just based on the OP... it looks as if Johnson has been trending up. Has the chance to be a deceptively good signing for depth. Just my first impression.
