about half the snaps he's twitchy fast right on the snap, the other half he's the typical college upper tier slight lag. Almost all des I watch in college have a bit of a lag in their get off, few are truly elite get off. Hall looks like one of those half the time.

I concur!

I'd recommend someone watch a reel of Jordan Willis or Walker and then give Hall a go.  If you can't see the difference, I don't know what you're seeing.  Hall's get off is pro-caliber which is huge for a guy with prototypical 4-3 size.

Watched 4 minutes of that. Only saw 1 or maybe two times he came off the snap with some explosiveness.

Didnt pressure the QB in any of the 4 minutes. Seems to have average get off and goes straight into the OT trying to push him back. Zero pass rush moves or bending the edge.

Serious project.

Watch more then.  He got a few QB pressures.  One of which herded the QB straight into garrett's arms.  He's got a bit of a swim but not much else. He'll learn. If a DE with his measurables was a finished product with a full repertoire he'd be a top 10 pick.

Hard to teach that violent explosive nature you want in DL players. Hall is athletic but it doesn't exactly jump out on screen and he lacks that mean streak to my eyes.

He has potential. I'll give you that.

My problem is don't like drafting solely potential in the first 3 rounds. Prefer the later rounds for raw projects with upside.

Fair enough, but there aren't too many players with high upside that aren't raw in the 3rd.  Especially high value positions like DE.
