He's certainly got speed, but I question whether Shepard can generate a consistent pass rush at his size.

If by first few years you mean 1 year and by his 3rd year was 1000yd receiver then yea.

And actually drafted(in the 3rd round) then yea.

Why is Mario Addison worth more money now? Ditto Lorenzo Alexander, A J Klein or various others who have cashed in on flashes of potential or "breakout" seasons.

Some guys are pro starter ready right off the bat. Others take time. You take the chance on the guys that you believe are ready to take the next step, and when you're right it can pay really big dividends.

Philly Brown is easily replaceable.

As purely a WR I think that remains to be seen, as a special teams player most definitely. So overall I think Shepard will provide more value but it isn't a guaranteed thing he is a better wideout than Philly.
