Is this signing official? I read they were working on a deal, etc. But didn't see any official tweets that it was done or the financials?

He is NOT a Ginn replacement.

More like an upgraded, more athletic Bersin.

Ginn has world class speed, Shepard has 4.46 on a pro day speed.  The only guy out there who could possibly replace Ginn's explosiveness is Patterson, but that apparently isn't happening so...  And the only guy in the draft that could replace Ginn's explosiveness is Ross, but we didn't address safety or DE with an upgrade in FA, so that probably isn't happening either.

IM seeing on NFL.com they have him listed as Carolina be his new team.  I haven't actually seen anything on officially agreeing to sign with the Panthers.

I think our front office is too busy attempting to sign multiple guys (Adams, Munnerlyn) that they haven't yet gotten around to finalizing the contract.

But apparently there is already an agreement. Similar to Matt Kalil, its done but not official yet.
