Absolutely none of that was impressive. And I hate it. That kid was ridiculously good before the injury. Maybe he's being apprehensive...maybe TD could teach him to trust it and be more explosive.  ACL and Patella are different I know...maybe the mindset is holding Cruz back?

In the history of the NFL no one has fully recovered from a patellar tear, in terms of returning to form.

Cruz earned his lunch money in the slot. Cruz playing on the outside this past season was a bad fit. His injuries have slowed him down for sure, but it's not unreasonable to think that he will improve to a varying degree in his second year back. He still had the highest ypc average on the Giants. 

All of the above may make for a good signing. It is definitely enough for a compelling argument to sign him provided that he isn't trying to break the bank for more than he's worth.
