From what I remember, he started as a sportswriter, then landed a job with the Redskins' PR department.  He was there when Bobby Beathard was the GM.  When Beathard took the same job in San Diego, he asked Hurney to join him as his assistant.  Part of what he did there was manage the salary cap, which was fairly new.  He brought that knowledge to Carolina under Dom Capers in 1998, and then became the GM when Seiffert was fired.  Not sure if he did any scouting with the Chargers, but he did work with Don Gregory while he was there, so it's possible.

EDIT: He came here under Capers, not Seiffert.
