From what I remember, he started as a sportswriter, then landed a job with the Redskins' PR department.  He was there when Bobby Beathard was the GM.  When Beathard took the same job in San Diego, he asked Hurney to join him as his assistant.  Part of what he did there was manage the salary cap, which was fairly new.  He brought that knowledge to Carolina under Dom Capers in 1998, and then became the GM when Seiffert was fired.  Not sure if he did any scouting with the Chargers, but he did work with Don Gregory while he was there, so it's possible.

EDIT: He came here under Capers, not Seiffert.

I don't believe he has a scouting or personnel background. Luke others said he was a cap guy. 

And....no....it will never happen. Putting the former Gm in the building with the current sounds like a really terrible idea.

JR has seen this sitcom first hand and is not that stupid. Hurney will not return to the Panthers. 

FFS this is the first year we'll finally be free of the idiot Marty Hurney's contracts if Stewart is released/renegotiated.

You know, once I started thinking about it I realized that it might take a mad genius to actually field a team with the ridiculous contracts he handed out... :)
